Do you have any experience with WHMCS? I see it's free now but I quickly looked at it. Register an account then get it and the instructions will come with it as mostly everything should.
You can do the update via WHMCS admin and then replace the license file w the latest version and it works. I have a valid license but not for the latest version and replacing the license version works

It would be /public_html/(whmcs installed location)/vendor/whmcs/whmcs-foundation/lib
make sure to go the location where you have WHMCS installed before going to the location.
Edit this from the last WHMCS nulled version and that will make it work as I have been doing for years.

Install ionCube on your server for your PHP version.
Either your PHP version is missing ioncube or has the wrong version, make sure it matches what WHMCS says it will work with. If unsure then ask your server admin to resolve it.
