I got a database of over 100K verified customers from 1 eshop. How to make money from it?

Disclaimer, I am not a lawyer, so this aint legal advice. So you've got a 100k strong list of people from an e-Shop, and you want to find a way to make money with it. But, you don't want to break any rules.
The problem is, using this list without permission from the people on it can get you into some trouble. There are rules called privacy laws that protect people's information, like their names, addresses, and phone numbers. Thank you, well when I said legally, I meant to not scam them. Just to make some money from em. "legally". They won't know where I got their email address from.
As Gordian said, do some research on the privacy rules for that small country. If that country is in Europe, you can email them once and provide a link to opt out as per GDPR. Even if they are not in Europe, that is a polite thing to do.
There are marketing apps out there that can help you maintain the list of contacts, keep track of the responses, etc. You can use Mailchimp or Sendinblue, for instance.

Okay, here's a little heads-up, you sure can in three simple ways:
1) Buy a VPS, preferably from a Managed hosting company such as Ultahost so they can help you with script installations and configurations if you have issues.
2) It's best if you contact local businesses and offer them services you can deliver remotely. Or better still offer provision of leads or appointments for them for a fee. Eg for a Dentist, or Chiropractor in that country your service could be $10 per patient who books and appointment. You may need to encourage them to setup calendly, or better still you can setup Aoxio on your server and folks who book a service can make progress.
3) There are many excellent SAAS scripts here you can test and buy. Setup and search for the top 10 keywords for that country and advertise it to that list.
4) Visit CodeCanyon and search the best selling scripts. These are scripts that have very high demand for a good reason. They are likely to be services useful to clients in your space. Kind regards.
The problem is that that store has no specific products, they are selling everything from phones to shampoos, and people literally buy all of it. There is no bestseller. I don't have any company myself, and I don't want to set up a store with too much upfront costs.
ebooks.com has a decent affiliate program and they cover quite a few countries (all of them?)
Brother, if you need to add more information to your response, and no additional person has responded, it's safer and more efficient to edit your response and add the new information.
