Sure only G knows. If they say its bad practice and against their policy i trust them and wont do such things. A penalty doesnt necessary mean you lose all of your ranks or drop hard.

I'll tell you my personal experience on it..
penalty in my case (4 consecutive cases to be exact) meant.. I was stuck on 4 or 8 daily impressions from 1.500-2.800 a day ..
of course nothing mentioned in search console.. but it was evident that I got hit. (I recall opening a thread about it..you can look it up) of course opinions vary.. since some consider using python script on the indexing api to play a role on this... since the api's purpose is to assist different types of sites than mine were.

I think that when it comes to SEO, you have to take the problem in reverse. Google doesn't look at whether a link is good or not, it looks at a set of links pointing to a site and it observes whether the set is coherent or not.

If you have 15,000 links pointing to your site, and 14,000 are from comments, there is something wrong
If it's 14,000 high quality links that come from .edu domains, that's not normal either.

If you have 1000 links that come from forums, 1000 links that come from comments, 1000 high quality links, 1000 links from social networks etc... then the link profile is balanced, and therefore there is less risk of penalty and all the links will be of interest to GG

When you realize that a vagina is made to "export" a little humans head.. then you'll understand how insignificant are their metrics in front of Google's .(unless you hang like an elephant)

When and if you see your backlinks listed in your search console links tab... then they are of some significance.. otherwise let them all scream and yell ... Google shows the finger
