yes it does work for USA Paypal, i don't suggest to use for Dubai every scammers are using that region.
My Paypal was also banned. I was not given any reason. I cannot withdraw as they need US routing number and bank account. How can Iaccess the money?
It won't work for long time. Paypal limit these account after sending/recieving certain amount.
