Is it possible to "convert" a WordPress theme to a custom CMS?

I know it may sound weird but I'm genuinely curious.

Why? I'm asking such a question?

Well I've 2 sites both of them are using Madara WordPress theme, over 20 projects, 10 translators. Recently we had an issue where WordPress completely failed us ( many more which I'm not going to discuss here ) we had more than 4 ddos attack this month. ( No I don't run ads on my sites I hate ads, we've premium useres for financial support ) so it's not from ads. Yes I do have Wordfence and cloudfare enabled. My point is WordPress is junk of CMS.

Now for main part, so I was wondering is possible to convert Madara to a custom CMS ( php script, or Laravel ), if it is! How much does it costs me persay, is even worth my time or money?

Any idea/suggestions/corrections are welcomed)
