It's very good that you applied GambitSteel's old suggestion about raising 1000 usd a month
However, this "Donation goals" model will not be sustainable because if a user donates once
Most likely he won't do it again and if he does it a second or third time, he won't do it every month
So what about those who never donated? Easy, they never will
You should apply a monthly random selection to 1000 users and have them donate 1 usd each
(Or choose 2000 for 0.5 usd per month)
If you choose 1000 users to donate (not optional) each user will donate again within 100 months
Think about it, what is best for you?

If someone doesn't donate again after 1 month they lose their donation perks such as extra downloads.
Your idea wouldn't work for a few reasons...
1) We will never force someone to donate.
2) Even if we did there is no guarantee the randomly selected members are still active.
3) The payment processing fees make donations of $0.50 or $1 not worth it.
