As long as you have a server on your localhost then is supposed you know server side debugging. Or at least you're learning and for that there's comes your best friend: Google.

There is a 4 megabyte upload limit in the script, how can I increase it?

You made me lose 20 minutes of my time just to prove my point. I am helpful but wasting time on basic info that you can find anywhere makes me grumpy. The book uploaded have 25Mb
As I told you is a server issue not a script issue. If you're still unable to increase your localhost upload limits (search google for tutorials) then buy me 3 coffees and after that send me a private message with AnyDesk ID. I'll solve it for you.

You have ALL THE INFO out there you just need to search for it. I understand to ask for help in rare cases when problems actually are problems. I would suggest you to develop further your reading skills.
Eventually learn "how to properly search on google". Believe it or not but there are tutorials for this too
