hitzner would never approve any account that I have create using my Nigerian id card, that's why I start looking for activated account to buy
i can't agree with that and there are many ways to optimize it. In such cases if you don't have know-how it won't be easy.
But telling that VPS of offshore hosting doesn't have speed is not true at all...
You can't compare Hetzner or OVH with offshore hosting. First they are bigger companies.
Based on my experience here's what I suggest:
Vultr / Digital Ocean, if you're ok with the price.
Alexhost. They have a great support team and very good prices.
Speaking of speed and etc, it all depends on how you config your server ! What cms you use and what solutions you have in mind for increasing your speed, let's say cdn or other accelerators. At the end even if you get a vps for like $100 a month and don't know how to config it correctly, it'll be no different from a shared hosting.
