Need some suggestion for redirect backlinks

Hello everyone,
I'm thinking of creating basic web app where all redirect backlinks available in database and basic form where user just input their url and select category, this web app will open all url's in users browser one by one.

Is this feasible and do we just need to open redirect url once to get indexed?
