I need to store 210 Tera of copyrighted courses online. Whats the best approach? I'm starting my new download membership service.

Ywa well offshore as you are at high risk of takedowns- but the cost would be well not feasible.
You could do google share drives with apps that create new google share drives and clones the current ones and just keep this on a rotation under a random google accounts

I am not a specialist but i do have some experience doing things in cheap the straight forward approach would be setting up a storage server locally and getting an IP from OVPN to run a server and everything else from there, so you are using your own storage/media + internet and using OVPN as a tunnel so the DMCA will go to OVPN and you won't have to worry about them just keep changing the IP atleas after every 3-6 months. Now the cost will be massive for internet(getting a leased line would be better) and for storage raids but it will be a one time investment on storage and will be cheaper than any cloud storage provider asking for $$$$ monthly. No the VPN will serve as a static relay so you don't need a static IP from your internet provider but the stable uplink is must let's say if you have around 5000-10000 users 200mbps uplink would be plenty, the only drawback would be that you need to change the OVPN IP atleast in a month so you don't have any fingerprints dealing with massive copyrighted materials.

So what I'm seeing is using a NAS, is that right? Won't Xfinity (as an example) be mad at you if you consume lots of bandwidth in the future? Security risk is also high. However, this looks way cheaper.
I can't bargain with the provider with bandwidth as most 3rd party ISPs don't care as long as you have their Unlimited plans(usually capped at 3TB) clustering with more than 2 plans with a custom routing and tunneling, as for security as long as Authorities doesn't raid your place it's probably safe, you just have to keep rotating the OVPN Dedicated IP(s) and always have ddosguard or cloudflare turned on. Well the tasks are going to be tedious but it sure will cheaper than renting servers and getting them suspended for DMCA. There are other ways to achieve that as well, all it requires a little time to do some research.
Sure they will ignore DMCA and honestly any business registered and doing business in EU zone is free to ignore the DMCA as the DMCA Law is US based, but what happens when the report originated from EU zone? Well the Host either get their DC raided by police confiscating the Drives or Your Host Kick you out forcefully to comply with the local laws. The aforementioned DC raids actually happened multiple times and one of my production server got doomed just because someone was hosting anti-eu content on one of the servers sharing the same rack. Also my posts only helps minimizing the content hosting prices if the content is more than 100s of TBs with one time investment and few recurring expenses. DMCA is not everything i only called that word as it is mostly followed IRL for copyright infringements, there are many laws for the same and from my knowledge every country have their own anti-piracy laws and the business must comply with the government for such laws. Hope it helps you understand the scenario a little, btw there are many hosts who doesn't give a damn about DMCA as they are located outside of US zone but they can't be called all-secure as they also follow the law of the land and will surely cut you out once they receive a notice from their own legal authorities. So don't blindly go for DMCA free as it isn't all their is to, take example of alexhost they will terminate your service if they receive a single notice for your server no matter what and where it originates(even DMCA works for them).
Yeah, I can imagine all the headaches. Just thinking about the upkeep is getting me tired already. I once planned on using my NAS for a similar purpose but I had more important things to do. Doable, but no thanks for me. I wonder what OP ended up doing.
