Hi how to do it member can post thread not need to approval admin or another forum member can post but need to wait for approval admin

In your Admin Panel go to Forums > Nodes > Technology > Advanced Options then check the box for Moderate new threads posted in this forum

go to your admin then forums then Nodes and click on the node you want to edit
personal finance then click advanced options see the image

I tested but not working do i need to off access something for register user ?

that all depends if you have changed the group permissions for the registered user

there is an option that says Submit content without approval

if you have changed that to yes then it will override the node setting

when you are setting the permission within xenforo only change the group ones and have the user permission set to inherit that way you only need to change the node and user group
