This site used a theme called: "North East blog theme" - by navthemes, it seems the theme is discontinued though. as mentioned, with the right tools or themes available on here you can make something the same or better!

same design possible using hello elementor theme but make sure you know your specific requirements because reff. site used ACF Pro and Conditional cf7 plugins
